Hashing, encoding and the difference that matters
A hash is one way. The same input always gives the same output, and there is no way back. That is what makes it useful for checking a downloaded file matches the original, or for storing passwords so that a stolen database does not hand over the passwords themselves.
Base64 is not encryption and offers no protection at all. It is a way of carrying binary data through channels that expect text, such as email attachments or data URLs. Anyone can decode it instantly, so anything secret inside it is effectively in plain view.
MD5 and SHA 1 are broken for security purposes and should only be used to verify a file has not been corrupted in transit. Never use any of these for storing passwords. Password hashing needs a deliberately slow algorithm such as bcrypt or Argon2, which PHP provides through password_hash.
